need capability to check out managed functional account password

would love to have BT manage functional account.. but need the capability to check it out.. Many times support request account for trouble shooting...  and some times it's needed as a BT admin .... the capability to have the account managed is ideal, but removing the capability to access it is not.

    it would help but that's isn't the only need for access to the functional account... 

    the entire tools job is to manage passwords.. Not decided who has access to the passwords... but once user is given access to a password, then audit and report on it... the functional account is no different...  manage it...   the audit on who checks it out.. and when it's changed...  not the tools job to dictate who can see a password...

    Would the ability to use a functional account in the custom platform test tool satisfy the requirement

    You can look at my case history.  It seems every 2 or 3 months I'm asked by BT support team to SET that password inside the domain and update the password in my tool so that I can troubleshoot access and connection issues.  I agree, this should be a  highly secured account and highly rotated, but I cannot rotate it because I constantly need the password to troubleshoot issues with your support team.  I would like to eliminate the back doors to set and update the password.  I could secure the account if the password safe ( which stores passwords securely) would give me a method to use it.  Instead I have to write that password down on a notepad so that I can use it throughout the day troubleshooting PBUL or PBIS issues.

    First is that many many times when there are issues support asks us to test or use functional account.   We can't have BT manage functional account if we are not able to do basic testing required by support.
    Second is that BT entire job is to mange account password and audit who checks out passwords and when... Not to decided what is acceptable  and isn't to be checked out.  Because BT doesn't allow us to check out the functional account.. managed or un managed... We store it in another tool... that doesn't have the same auditing.. So by default BT is encouraging customers to use another tool... 

    third is that 100% of the time there is another account that is able to reset the password or change it...  that could cause a possible outage... having the functional account on local systems all be different...  causing a huge added load on staff to change it if we need to have it changed ...   yet again encouraging use to use another tool... or not have it be managed because of this short coming.

    One of the principles of the functional account is that it's owned solely by the solution to prevent unauthorised use of what's going to be a highly privileged account. Can you expand on the use cases for needing access given that, in most cases, it should be used exclusively by Password Safe?
