Admin Sessions need the option of rule-based ticketing requirement

Currently our business rules require a work item ticket in order to successfully launch a session ( RDP, ssh, etc) so that this can be documented along with the session data.

However, we also selectively leverage the "Admin Sessions" capability and we want to require the same ticketing option, albeit in a more targeted fashion. For example, we need the ability to create rules based on some type of custom attribute ( for example "Operating Environment" ) so that ticket verification is required for some admin sessions but only optional for others.
